VS.Php is a complete set of development tools for building Php Web applications, Web Services, and scripts. VS.Php uses the same integrated development environment as Visual Basic, Visual C++, Visual C#, and Visual J#, which allows them to share tools and facilitates in the creation of mixed-language solutions.

You can launch VS.Php from the programs menu short cut under Programs->Jcx.Software->VS.Php (Specific Edition)->VS.Php. It will start Visual Studio and you should be able to start editing Php files as well as creating new Php projects and solutions.
