Installation succeeds... but doesn't actually install it

I downloaded 2.4 and installed it, but I realised my key was only good for 2.3 after I launched VS (with 2.4 installed). So I uninstalled 2.4 and reinstalled 2.3 without opening VS in-between.

When opening VS the PHP project type is there, but the VS.php add-in isn't listed under Help > About, and attempting to create a PHP project type results in this error:

Make sure the application for the project type (.phpproj) is installed.

I've uninstalled and reinstalled 2.3 several times and restarting VS, all to no avail.
