VS.PHP Crashes in Windows 2008 Server

I just installed Windows 2008 Server x64; I get an error

Package Load Failure
Package 'vs.php' has failed to load properly (GUID={3948ACA-DD10-4DA9-87D8-669E013F6C1E}).

Faulting application vsphp_svc.exe, version 2.4.3.4467, time stamp 0x47ce493d, faulting module unknown, version 0.0.0.0, time stamp 0x00000000, exception code 0xc0000096, fault offset 0x001b36ee, process id 0xd54, application start time 0x01c88478432689d2.

It stops the program from loading.
I'll send you a memory dump.
I'm running on a Super Micro Server: Xeon 5450; 16 GB RAM

    Yes; I'm running as Admin; Not sure at this point it matters; I installed it as Admin; then ran it the first time under admin; actually I haven't setup a less privileged account yet.

    I turned UAC Off

    Originally I had it on; I since turned it off. Either way didn't make any difference.
    Windows 2008 Server is here to stay; so is Vista; its easy to say go back to x version; but I'm not going to for many reasons; for those who don't like Vista; can't say I blame you; but W2K8 Server is the core of Vista via Longhorn; or visa versa; point is I'm running 16 GB memory; so x64 is my only option; I want to run Virtualization (http://www.microsoft.com/virtualization/default.mspx), so Windows 2008 Server is my only option.
    I'm hopping that you will find it in your best interest to see how this works in Windows 2008 Server; since a lot of your customers will soon upgrade.
