I am using VS.PHP 2.4 in combination with Visual Studio 2005 under Vista.

In order to rearange my files in my project tree I need to drag a drop files between folders. It's not working. Is it a bug or a missing feature? Any hints?

This is a missing feature. It is in the TODO list.
