problems on VS.Php standalone 2,1,3,3161. after upgrade on IE

Description
I updated my IE to 7.0 to fix a bug on a website. Now VS.Php will no longer deploy files. i always get served up with some stuff like that when looking at the output thing:
Looking up the IP address of the name XX.XX.XX.XX
Successfully found the IP address of the name 㐶ㄮ⸵㐷㈮6۰粑�
Connecting to the ftp server.
Successfully connected to the ftp server.
Closing the connection to the ftp server.
Successfully closed the connection to the server.
This handle value has been terminated.
Failed to deploy files.
already re-installed VS.Php to see if it would help fix the problem, nothing zero nada.
any ideas?

i uninstalled IE 7.0 to roll back to IE 6.0 and the deploy functionality now works properly. so it seems that IE 7.0 have some ill effect on the deploy engine. I will leave this bug report open.

IE7 screws up the library we use for ftp. In 2.3 we are no longer using this library.
