Start without debugging fails in 2.3.1.3644

"start without debugging" stopped working for a few builds already (normal debug works).
Search on the website showed that was an issue before. I guess it reappeared with the new installer and all.
anyway, details:
winXP SP2
VS2005 SP1
VS.PHP build 2.3.1.3644
running in "builtin mode" on php4.
as mentioned above, normal debug works, its just that its a bit annoying not to be able to run it without debugging.
